The Core Technical Requirements of EN 15194

To achieve EN 15194 certification, an e-bike must be engineered to comply with a strict set of safety and performance standards:


  • Pedal Assist Only – The electric motor may provide assistance only while the rider is actively pedalling.

  • 250-Watt Continuous Power Limit – The motor's continuous rated output must not exceed 250 watts.

  • 25 km/h Assistance Cut-Off – Motor assistance must progressively reduce and completely cease once the bike reaches 25 km/h.

  • 6 km/h Throttle Restriction – A throttle is permitted only as a low-speed "walk-assist" function, providing power up to a maximum of 6 km/h. Any throttle capable of propelling the bike beyond this speed falls outside the EN 15194 standard.

These requirements ensure that EN 15194-certified e-bikes are classified as bicycles rather than motor vehicles in many jurisdictions, allowing riders to enjoy the benefits of electric assistance while maintaining a high level of safety and regulatory compliance.

Complete E-Bike System Safety

UL 2849: The Complete Electrical Safety Standard

Unlike standards that focus on individual components, UL 2849 evaluates the e-bike as a complete electrical system. The battery, charger, motor, controller, wiring, and associated electronics are tested together as one integrated ecosystem.

  • Whole-System Approach – Every electrical component is assessed as part of a connected system rather than in isolation.
  • Battery & Charger Safety – Testing verifies that chargers communicate correctly with batteries, preventing overcharging, excessive voltage, and other conditions that could create safety risks.
  • Electrical Protection – The standard evaluates wiring, connectors, and electronic controls to ensure safe operation under normal and fault conditions.
  • Software & Overload Testing – Systems are tested for software reliability, electrical faults, overheating, short circuits, and excessive current draw that could damage components or create hazards.

The purpose of UL 2849 is to reduce the risk of electrical fires, electric shock, and component failure by ensuring that every part of the e-bike's electrical system works safely and reliably together.
